Great Britain is a full-blown police state. The police can stop anyone they like, search them, take them to a police station in handcuffs, and detain them in a cell for up to six hours whilst they, "Decide whether an offense has been committed." Once you are released you have no recourse, since you were never charged with anything and what happened is simply your word vs the police.
