If they attained a level of marksmanship and tactical sophistication such that the surrounding populace were not endangered, I could agree with Cooper.

Cooper says 95% of the dead won't be missed, meaning that 5% will be missed. Smart folks make themselves scarce before being hit by stray rounds, and luck applies. Sandbagging the bedroom walls facing the street is cheap. Bring a couple cases of bulk-pack FMJ 115grain FMJ 9x19mm back from out of state next time, and pay for the trip.

Some people are saying that NPR needs continued federal funding in order to keep jobs. On the other hand, jobs could be created or saved (gasp!) in the munitions industry, by doing the ammo supplying per Cooper. $450 mil/year worth of nines and fowties that would otherwise get spent on NPR, could solve some dependency problems in the big city. Future generations worth of problems, actually.
