The private sector already has VeriSign, Thawte, Comodo and other Internet ID verification service companies, for those wanting secure transactions on line and access to adult-content websites. I think they usually use a verified credit card for identity verification, though, not your SOCIAL SECURITY NUMBER.
A Google search found an article about Visa and Mastercard wanting a higher standard. The bankers again.

Proposition:
Such loss of contact be considered Prima Facie Causus Belli. This would necessitate the onset of condition feral.
