Good parable. A waterside restaurant near here was on the TV news last night. The Army Corps of Engineers, using federal stimulus funds, had dredged the channel in the little inlet where the restaurant is located. So far, so good. But they pumped the silt onto the banks upstream, where it has been carried down by the tides and landlocked the restaurant's boat dock, a major means of customer access. "You can't tie up your boat here, but you can tie up your horse." Now, the Corps of Engineers is known for smarts. One COULD almost believe this is deliberate, as in "only following orders." There's little other business in the town.
