Steve is a regular guy who pays for that site out of his own pocket.
From time to time a jerk, or a group of jerks will visit and try to download every last manual. This exceeds Steve's bandwidth, and he then takes that page down for awhile.
By all means grab a half-dozen of them, but otherwise try to keep your fly zipped.
