A Quisling is a traitor, & as such should be dealt w/ as any other vermin would be. Doesn't matter if the treasonous act is as low level as serving Imperium flunkies drinks or teaching their children, if the person isn't doing intel for the resistance via his/her 'co-operation', they die. And 'I was jus' tryin' ta suhvive/feed my family' don't get it as expiation as far as I'm concerned. But I'm rather a purist of sorts about some things, & a shaved head &/or a forehead brand/incision doesn't seem enough penance for betrayal.
