Divest them of every last dime they have, give it to the people they have harmed,(starting with the oldest cases), give them a set of cement overshoes, take them out at night into the Atlantic, drop them in. Justice for those harmed, and ecologically balanced for disposal. There, fixed it for you.
Although petroleum tar may have seen use, during the 18th and early 19th century treatment of US government tax collectors and such riff-raff, I think you'll find that pine tar was used most of the time. Stickier than molasses, long lasting, difficult to remove. Used at room or slightly elevated temperature, but not deadly. It is available today for use as a wood preservative.
In Our Fathers Weep it was recommended to buy feathers in bulk online and to use spray-on wardrobe adhesive, like the gals use to keep their flimsy-wear in place.

Starting in late July, a group of Israeli combat veterans will be holding a training camp in New York to teach advanced self-defense techniques to Jews in U.S. communities.
"Militia" training is illegal in NY. If I was to do this, They run me up a flagpole in a heartbeat.
Oh, and there are reports of Muslims doing this kind of training also. And the cops know. And will not do anything about it.
But that is just one of the reasons I left NY a long time ago...
