My position EXACTLY! But you forgot that such 'loyal citizens' will also happily hand you & yours over to govtl 'Public Safety Auxiliaries' (a.k.a. Federally sanctioned mobs) &/or to the neo-STASI LE allies of the Imperium. And that proposition kinda complicates the definition of 'non-combatant', doesn't it. For some, that is. For others, however, such behavior merely adds to an already target rich environment.
