In military terms, this would be called a "probe" to ascertain the enemy's ability to withstand an attack at a particular point.
Be assured that many, many agencies, both State and federal are watching the Wisconsin case to see what will happen. They already know they can arrest with impunity...
I've seen this happen before. Arrest the SOB and figure out a charge on the way to jail.
Uh-Oh, we've screwed the pooch and we can't afford to admit we've made a mistake. Maybe the guy will plead out to a misdemeanor before court if we can bring on enough intimidation.
If enough people who've been arrested and charged with bulls**t would plead, "not guilty" and demand a jury trial, the court systems would be jammed up for the next thousand years.
